Institute for Credentialing Excellence (ICE)

• Senior Environmental Compliance Inspector C Senior Environmental Compliance Inspector A copy of the required certification--must be attached to application at time of submission. Documents submitted via mail, e-mail, in person, etc. will not be accepted. ---- Under general direction, leads and reviews the work of technical subordinates in environmental compliance; performs professional duties in the analysis and administration of environmental regulatory requirements applicable to the City's storm water discharge program; recommends and/or takes action to ensure compliance with NPDES municipal permit requirements; reviews development and construction project applications and prepares appropriate conditions of approval for new and significant projects; directs and performs plan checks and field compliance inspections.
  • Provides lead direction and training to NPDES Inspectors I/II;
  • Plans, organizes and conducts research and special studies associated with the City's storm water discharge management and environmental compliance program;
  • Establishes and maintains procedures to implement the Watershed Action Plan for the Santa Ana River region;
  • Ensures Best Management Practices (BMP's) are used for storm water run-off from commercial and industrial facilities;
  • Prepares budget for the environmental compliance program and collection system; and maintain expenses within budget limits;
  • Orders supplies and materials; prepares cost estimates; and develops equipment specifications;
  • Develops and implements goals, objectives, policies and priorities for the environmental compliance and collection systems sections;
  • Reviews plans of new construction for storm water pollution prevention plans (SWPPP) and water quality management plans (WQMP) compliance;
  • Evaluates industrial dischargers for compliance with discharge regulations; prepares compliance letters and implement enforcement action;
  • Prepares and submits periodic reports to the Regional Board and other related regulatory agencies;
  • Meets with Regional Board staff, storm water dischargers and consultants regarding wastewater problems;
  • Attends storm water quality related hearings and meetings;
  • Prepares storm water pollution prevention plans for City projects; and
  • Performs other related duties as assigned. Requirements Experience:
    • Five year experience of NPDES/Storm Water Program experience in investigation, code enforcement or regulatory compliance, involving public contract and/or customer service. Education:--
      • High school diploma or equivalent.
      • Associate degree in public works inspection or related field desirable. License or Certificate:
        • Possess and maintain an appropriate, valid California driver's license;
        • State of California Qualified SWPPP Developer (QSD); and
        • Certified Professional in Erosion and Sediment Control or Certified Erosion Sediment and Storm Water Inspector highly desirable. Job Information
